DULLES, Va., Sep 2, 2003 (BUSINESS WIRE) -- -- Management Changes Reflect Company's Emphasis on Technical Excellence and Financial Discipline --

Orbital Sciences Corporation (NYSE:ORB) announced today that Mr. W. Jean Floyd has been appointed as the new Senior Vice President and General Manager of its Transportation Management Systems (TMS) division located in Columbia, MD. The company also announced that Mr. Bhavesh Patel has been named as the new Senior Director of Finance at TMS.

Mr. Floyd previously headed Orbital's Technical Operations group that is responsible for the engineering and manufacturing resources and processes of the company's commercial and government satellite programs. In his new role, Mr. Floyd will provide leadership to the TMS division, with a particular emphasis on product quality and timely delivery to customers. Mr. Floyd has a demonstrated track record of successfully leading large-scale engineering organizations that produce highly reliable products.

Mr. Floyd joined Orbital in 1990 as a Launch Controller for the Pegasus space launch vehicle program. He served as the Pegasus Program Manager in his next assignment and, more recently, as the Chandler, AZ Operations Plant Manager and Deputy General Manager for the company's Launch Systems Group. Prior to joining Orbital, Mr. Floyd was a Captain in the United States Air Force and was a Launch Controller and Program Manager for the Titan space launch vehicle. He holds a B.S. in Mechanical Engineering from the United States Air Force Academy and a Masters Degree in Engineering Management from Florida Institute of Technology.

Supporting Mr. Floyd in his new position, Mr. Patel will be responsible for program finance, cost accounting, and financial planning and reporting at TMS. Previously, he was Assistant Director of Orbital's Technical Operations Group and also worked on corporate strategic and financial projects for the company. Mr. Patel, who joined Orbital in 1995, holds a B. Eng. in Aerospace Systems Engineering from Southampton University (UK), a M.S. in Aeronautics and Astronautics from Massachusetts Institute of Technology and a Masters in Business Administration from Harvard Business School.
