Shelters arrive at the Huntsville Manufacturing Facility where they will be outfitted as IBCS Engagement Operations Centers for Poland.

During this production phase, IBCS hardware is installed in the shelters to create functioning engagement operations centers (EOCs). These IBCS EOCs are integrated with IBCS battle management software that maximizes the combat potential of sensors and weapon systems. Once the integration is complete, the EOCs will undergo an acceptance test prior to delivery to the U.S. government, which in turn will deliver to Poland as part of the foreign military sales contract for WISŁA.

“Receiving these shelters and kicking off production marks a critical milestone on the WISLA program and gets us one step closer to fielding this capability in Poland,” said Kenn Todorov, vice president and general manager, combat systems and mission readiness, Northrop Grumman. “Our Huntsville Manufacturing Center production line is ready and equipped to deliver these command centers on time and on budget.”

The Huntsville Manufacturing Center has a long heritage supporting large scale manufacturing programs including the Army’s Command Post Platform. Northrop Grumman has successfully developed, integrated and delivered IBCS major end items such as engagement operations centers, the entire command post environment, integrated fire control network relays and plug-and-fight kits that have all been used by U.S. soldiers in highly successful, operationally realistic tests and that warfighters will use once the system is fielded.

The acquisition of IBCS is a major component of Poland’s WISLA air and missile defense modernization program. In March 2018, Poland signed a foreign military sales agreement with the U.S. government to purchase IBCS and became the first international partner country to acquire this transformational capability. By acquiring IBCS, Poland will modernize its air and missile defense forces toward assuring interoperability with U.S. forces and within the North Atlantic Treaty Organization (NATO).

IBCS is the centerpiece of the U.S. Army’s modernization strategy for air and missile defense to address the changing battlefield. IBCS utilizes multiple sensors and effectors to extend the battlespace, engage threats providing 360° protection, increases survivability by enabling early detection and continuous tracking, and delivers transformational warfighting capabilities to defeat an increasingly complex threat.

Northrop Grumman solves the toughest problems in space, aeronautics, defense and cyberspace to meet the ever evolving needs of our customers worldwide. Our 90,000 employees define possible every day using science, technology and engineering to create and deliver advanced systems, products and services.

Northrop Grumman has delivered to the U.S. Army the first production-representative engagement operations center for the Integrated Air and Missile Defense (IAMD) Battle Command System (IBCS).

“This milestone is testament of the significant progress toward operational capability that will make pivotal differences to warfighters, commanders and acquisition officials,” said Dan Verwiel, vice president and general manager, missile defense and protective systems, Northrop Grumman. “We will be delivering more EOCs as well as IBCS integrated fire control network (IFCN) relays in the near future. These articles will be used for initial operational test and evaluation (IOT&E), which informs future production decisions.”

The delivered IBCS EOC has completed all functional configuration audits for major configuration items and system verification review, and is representative of the production configuration for hardware and software that will undergo qualification testing before IOT&E. Northrop Grumman is on pace to deliver 11 EOCs and 18 IFCN relays for the IBCS program by the end of the year.

“Northrop Grumman will continue to closely collaborate with our customer and user communities to realize the groundbreaking vision of IBCS and its transformative impact on the air and missile defense mission,” said Verwiel.

IBCS is a paradigm shift for IAMD by replacing legacy stove-piped systems with a next-generation, net-centric approach to better address an evolving array of threats. The system integrates disparate radars and weapons to construct a far more effective IAMD enterprise. IBCS delivers a single integrated air picture with unprecedented accuracy as well as broader surveillance and protection areas. With its truly open systems architecture, IBCS allows incorporation of current and future sensors and effectors and enables interoperability with joint C2 and the ballistic missile defense system.

IBCS is managed by the U.S. Army Program Executive Office for Missiles and Space, Redstone Arsenal, Alabama.

“PANSA is a very discerning customer; they know exactly what they need and the Sapphire solution fits their technical requirements,” said Danny Milligan, managing director, Park Air Systems, Northrop Grumman. “With full backwards compatibility, unrivalled connectivity, scalability and security for voice and data, the Park Air T6 radio checks all the boxes of modern airspace communication.”

The Park Air T6 radio is the lightest and smallest radio of its kind in the ATM market. Its size offers greater utility of space as well as lower shipping costs. Combined with a design that makes it the most power efficient available, the complete lack of hazardous materials and a host of other technical features, this new radio meets the most demanding specifications set by airports worldwide.

PANSA maintenance engineers received their training at the Park Air Systems Academy prior to delivery. This modern, bespoke facility near Peterborough has been given ratings of “exceeds expectations” from trainees since its opening in 2016.

Northrop Grumman Park Air Systems supplies communication systems for airspace operations worldwide. Sapphire ATM communications systems are now installed in more than 50 countries, helping air navigation service providers transitioning into the digital future. In its more than 50 year history, Park Air has sold 60,000 radios in 180 countries around the world.

Poland has collaborated with the U.S. and our NATO allies since 1999 and has demonstrated its commitment to this strong, safe and secure alliance through next-generation missile defence capabilities like IBCS.

MSPO takes place Sept. 4-7 in Kielce, Poland. The Northrop Grumman exhibits are at stand numbers F-27 and E-37. They include a demonstration of integrated air and missile defence (IAMD) and short-range air defence (SHORAD) capabilities.

“Northrop Grumman is committed to Poland and to helping create innovative solutions to meet Poland’s national security needs. Through the acquisition of IBCS, Poland will have the most sophisticated and technologically advanced integrated air and missile defence system that will enable the use of multiple sensors and effectors on a network. Poland’s WISLA integrated air and missile defence system will be capable of employing short range air and missile defence systems being considered for NAREW and will provide any sensor, best shooter engagements,” said Tarik Reyes, vice president, missile defence and protective systems, Northrop Grumman. “We are excited to offer our range of core capabilities and continue building our presence in Poland to deepen our relationships with our key customers so that we can provide effective support for in-country business development activities.”

The IAMD Battle Command System (IBCS) is a revolutionary command-and-control system developed to deliver a single, unambiguous view of the battlespace, as recently demonstrated over vast distances via the multi-node distributed test. This significantly enhances aircraft and missile tracking and improves the ability of combatant commanders and air defenders to make critical decisions within seconds. With a modular open systems architecture, IBCS allows integration of current and future sensors and weapon systems. IBCS enables “any sensor, best shooter” operations to optimize limited resources and facilitate flexible defense designs.

Northrop Grumman’s SHORAD capabilities protect U.S. and allied forces from a wide range of manned and unmanned air and missile threats. Our capabilities utilize sensors, weapons and command control to acquire, track, verify, engage and defeat incoming threats.

Northrop Grumman will also showcase its precision artillery, advanced tank ammunition and tactical missile capabilities that are well-suited to meet Poland’s modernisation needs.

The Northrop Grumman Advanced Anti-Radiation Guided Missile (AGM-88E) is a supersonic, medium-range, air-launched tactical missile that provides the U.S. Navy, U.S. Marine Corps and Italian Air Force with the latest and most advanced weapon system for engaging and destroying enemy air defences and time-critical, mobile targets. AGM-88E is compatible with Poland’s airframes and can provide advanced strike capability.

The company is also displaying its Bushmaster Chain Guns and medium calibre ammunition. The Mk44 chain gun is well established in the Polish Army and is integrated on the Rozomak ground combat vehicle, representing the largest installed base of the 30x173mm chain guns worldwide. Additionally, Northrop Grumman’s Precision Guidance Kit for 155mm artillery and Kinetic Energy Tungsten 120mm tank ammunition are compatible with Poland’s artillery projectiles and main battle tanks, and would provide advanced capabilities for those systems.

Information will be available on the AN/TPS-80 Ground/Air Task Oriented Radar, the ground-based multi-mission active electronically scanned array radar developed and now in production for the U.S. Marine Corps. The Marine Corps achieved AN/TPS-80 Initial Operational Capability in early 2018. AN/TPS-80 incorporates the latest high efficiency Gallium Nitride antenna technology and provides comprehensive 360 degree, multi-threat detection and tracking. The AN/TPS-80 architecture is designed to support integration with IBCS.

Northrop Grumman’s German subsidiary, Northrop Grumman LITEF, will highlight its range of Fibre Optic Gyros and Micro-electro-mechanical Systems Accelerometers as well as innovative Inertial Navigation and Reference Systems for air, land and maritime applications.

Northrop Grumman has a well-established presence in Europe with more than 2,200 employees in the U.K., France, Germany, Italy and the Netherlands.

The systems were delivered to the Polish Air Navigation Services Agency (PANSA) in December and were installed in first quarter 2018.

“PANSA was looking for an outstanding air-ground communications capability that is safe, reliable and easy to maintain,” said Roman Drozdz, service director for Mawilux, Northrop Grumman’s project integrator in Poland. “They found it in the market leading T6 radio, the smallest, lightest and most environmentally friendly radio available.”

The installed systems are based on Northrop Grumman’s Sapphire portfolio, of which the T6 very high frequency (VHF) and ultra high frequency (UHF) radios are core products. These remote stations will improve the coverage available to PANSA air traffic controllers based in Warsaw for communicating with military and civil aircraft.

“The feedback we received from PANSA following the training was very positive,” said Danny Milligan, managing director, Park Air Systems, Northrop Grumman. “The dedicated training academy we have here at our U.K. facility and the tailored courses we can provide allowed us to exceed our customer’s expectations.”

The Sapphire portfolio of radios and accessories is supplied with traditional analogue and internet protocol (IP) interfaces for both audio and data as standard. This allows PANSA to operate the new Northrop Grumman radio systems on their legacy network, while being confident that they will be able to switch seamlessly to IP in the future.

Airport staff from the Polish sites visited Park Air in October to receive comprehensive training. The factory acceptance test took place in November.

The Northrop Grumman exhibit included a demonstration of integrated air and missile defence command and control, and a family of programmes including Counter-Rocket, Artillery and Mortar (C-RAM), Integrated Battle Management System (IBMS), and Integrated Air and Missile Defense Battle Command System (IBCS).

“Northrop Grumman is committed to Poland and Polish industry, particularly in air and missile defence. Enabled through programmes like WISLA, Poland’s missile and air defense system, we are well-positioned to help create innovative solutions to meet Poland's national security needs,” said Tarik Reyes, vice president, Missile Defence and Protective Systems, Northrop Grumman. “We are excited to offer our range of core capabilities, and to establish a presence in Poland to enable us to build closer relationships with our key customers and support in-country business development activities more effectively.”

IBMS provides integrated planning and operations management capabilities that are connected by a cyber-secure network. The system is scalable from strategic (military command posts and civil operations centres) to tactical (vehicles and individual soldiers and first responders) providing situational awareness of the common operational picture, and communications with joint and coalition forces.

IBCS is a revolutionary integrated air and missile defence command-and-control system developed to deliver a single, unambiguous view of the battlespace. It significantly enhances aircraft and missile tracking and improves the ability of combatant commanders and air defenders to make critical decisions within seconds. With a modular open systems architecture, IBCS allows integration of current and future sensors and weapon systems. IBCS enables “any sensor, best shooter” operations to optimize limited resources and facilitate flexible defence designs.

Also highlighted was the Citadel Enterprise Battle Command System that delivers an integrated C4I capability to execute effective air and missile defence. The Citadel uses a modern, open systems approach with commercial standards that enables affordable systems integration of current and future air and missile defence systems.

Northrop Grumman's Airborne Laser Mine Detection System (ALMDS), which provides rapid wide-area reconnaissance and assessment of mine threats in sea lanes, littoral zones, confined straits, choke points and amphibious areas of operations, was also featured. The first of its kind, ALMDS leverages a sensor pod to rapidly sweep the water using laser technology. The sensor pod can also be rapidly installed on a medium lift helicopter and quickly removed after its mission completion.

Northrop Grumman signed a letter of intent with Poland’s largest defence company, the state-owned Polska Grupa Zbrojeniowa in February 2017, aimed at creating a long term strategic partnership and exploring potential areas of industrial cooperation.

Also at MSPO, Northrop Grumman’s German subsidiary, Northrop Grumman LITEF, highlighted its range of Fibre Optic Gyros and MEMS Accelerometers as well as innovative Inertial Navigation and Reference Systems for air, land and maritime applications.

Northrop Grumman has a well-established presence in Europe with a significant presence in the UK, France, Germany, Italy and the Netherlands.

WARSAW, Poland, July 8, 2016 -- Just four years after signing the contract at the 2012 Chicago NATO Summit, the NATO Alliance Ground Surveillance (AGS) system will be presented to heads of state and senior NATO and national officials at the 2016 Warsaw Summit. The AGS operational capability will enable the Alliance to perform extensive surveillance over wide areas and provide actionable information on threats to our collective security to NATO and national officials for timely preparation of diplomatic and military responses.

A video accompanying this release is available at https://youtu.be/reNNm7TgfpU .

The AGS Summit display is the first time the deployable elements of the system have come together. Both air and ground elements have entered into the formal test phase of their development process. The aircraft's flight test program is underway at the Edwards Air Force Test range, California. Preparations are progressing at the AGS Main Operation Base in Sigonella, Sicily to prepare for the arrival of the first of the five aircraft later this year. This capability will become operational in the 2017/2018 timeframe.

AGS will be available to all Alliance members and will be a key capability for Alliance strategic anticipation. The NATO AGS Force will support the NATO Joint Intelligence, Surveillance and Reconnaissance initiative, providing indicators and warnings necessary to ensure that NATO continues to project stability, whilst maintaining a position of collective defence and deterrence.

"AGS is the first NATO owned-and-operated ground surveillance system, using state-of-the-art sensors and information knowledge management systems," said Col. Pedro Renn, NATO AGS Force Commander. "AGS will be available to all Alliance members and will be a key capability for Alliance strategic anticipation. The NATO AGS Force will support the NATO Joint Intelligence, Surveillance and Reconnaissance initiative, providing indicators and warnings necessary to ensure that NATO continues to project stability, whilst maintaining a position of collective defence and deterrence."

Northrop Grumman's AGS industry team includes Airbus Defence and Space, Leonardo and Kongsberg, as well as leading defense companies from the participating nations. The AGS system is comprised of five air segment remotely piloted aircraft designed and developed by Northrop Grumman as well as mobile and transportable ground stations designed and developed by Airbus and Leonardo.

Airbus Defence and Space, a division of Airbus Group is Europe's number one defence and space enterprise, the second largest space business worldwide and among the top ten global defence enterprises. It employs more than 38,000 people and in 2015 generated revenues of over 13 billion euros.

Leonardo is Italy's leading manufacturer in the high technology sector and ranks among the top ten global players in aerospace, defence and security. Listed on the Milan Stock Exchange (LDO), in 2015 the company recorded consolidated revenues of 13 billion euros. Leonardo is a multinational and multicultural group which boasts a significant presence in three key markets: Italy, the United Kingdom and the U.S.

KONGSBERG is an international, knowledge-based group delivering high technology systems and solutions to clients within the oil and gas industry, merchant marine, defence and aerospace. The defence portfolio comprises products and systems for command and control, weapons guidance and surveillance, communications solutions and missiles.

"I'm honored that the AGS is being presented by the operational community to the nations' leaders at the Summit," said Brian Chappel, vice president, autonomous systems, Northrop Grumman. "As part of the transatlantic industry team we have had the pleasure to work with for the past four years, Northrop Grumman is truly proud to witness the transition of the system from the development to the operational phase. This success could only have been achieved through the commitment of the entire AGS team partnership – both government and industry - working across cultures, time zones and languages, leveraging national capabilities with the goal of providing the Alliance with this critical capability."

As a fully NATO owned and operated system supported by the 28 Alliance nations, NATO AGS will be a key enabler of NATO's joint intelligence, surveillance and reconnaissance capability. The wide area surveillance Global Hawk unmanned aircraft and the fixed, mobile and transportable ground stations will support a full range of NATO missions, including protection of ground troops and civilian populations, border control and maritime operations, crisis management and humanitarian assistance in natural disasters. The NATO AGS system is also able to ingest sensor data from national systems to continuously detect and track ground moving objects and deliver actionable information to decision makers in minutes.

"We face an extremely complex threat environment," said Andrew Tyler, chief executive, Northrop Grumman Europe. "The NATO AGS programme will help address this and deliver a highly advanced system of systems capability that will provide a truly transatlantic solution for Alliance collective defence, crisis management and cooperative security."
